The CF1R (Certificate of Compliance, Form 1, Residential) is the design-phase Title 24 energy compliance document used for most California residential permit applications. It's what your building department reviews before issuing a permit — documenting your project's building envelope, HVAC system, water heating, and applicable mandatory measures against the energy budget for your specific climate zone.
